Recently, I began my Leadership in Action project with The Portland Trust, a non-profit organisation that works to advance peace and stability in the Middle East through economic development. My work is embedded in the Palestine Emerging Healthcare, Partnership & Transformation strategy - a long-term blueprint to holistically transform Palestine’s healthcare system through innovative partnerships, sustainable financing, digital transformation, and systemic reform. My focus is on health insurance innovation and the development of pilot mobile and tele-health projects.
Working closely with regional and international partners, the goals of my work are to:
- Support the development of sustainable healthcare financing mechanisms.
- Contribute to the design, implementation, and evaluation of targeted healthcare pilot projects.
- Promote equitable, patient-centred access to essential services through innovative delivery models.
To achieve these goals, my objectives include:
- Examining relevant case studies of hybrid health insurance and blended finance models, adapting key lessons to the Palestinian context in line with the Palestine Emerging blueprint’s principles of localisation and patient-led care.
- Mapping key stakeholders across government, private sector, and civil society, and facilitating dialogue to build consensus on reform priorities and pilot project pathways.
- Supporting the design and delivery frameworks for mobile health unit and telehealth pilots, including defining key performance indicators, monitoring mechanisms, and scalability strategies.
- Ensuring that all financing and service delivery innovations are informed by local needs, led by local actors, and embedded within a long-term plan for systemic healthcare transformation.
The expected outcomes of this work are:
- A policy brief analysing the Palestinian health insurance system, highlighting current barriers to reform, and proposing blended finance models that combine public, private, and donor funding to create a sustainable pathway towards universal health coverage.
- Contributions to the advancement of locally led mobile health unit and telehealth pilot projects, supporting their design, implementation, and scale-up in ways that are financially sustainable, contextually relevant, and aligned with long-term healthcare transformation goals.
