Romania faces a demographic challenge: young adults delay leaving home and starting families, while fertility has dropped to 1.54, far below the replacement level of 2.1. These trends stem from economic precarity, high housing costs, and limited family support.
Start+, a proposed national program, would offer housing subsidies, childcare incentives, and flexible parental leave to help young Romanians gain independence sooner and create conditions for stable family formation.
