My last week left me with a question that seems simple at first but became more complicated the more I thought about it: If we see water as a human right, how can we also treat it as a good?
This week, I was working with a hydrogeological engineer working on policy development. One thing that stood out to me was how she described the relationship between science and policy. The technical work being done by engineers and researchers does not stay separate from policy; it becomes one of the tools used to build an argument, defend a position, or decide which direction a country should take. A policy position is not simply “we support this” or “we oppose this.” Ideally, the position underneath it has to be filled with scientific evidence.
Over the past six weeks, I have mostly looked at water through engineering, governance, agriculture, remote sensing, and transboundary relations. This week made me think more directly about something sitting underneath all of them: what exactly is water?
Part of the hydrological cycle resembles a global common good. Rivers and groundwater cross political borders without caring where one country ends and another begins. At the same time, water is tied to sovereignty. It is priced, allocated, used in agriculture and industry, stored behind dams, and sometimes discussed as a strategic resource. If scarcity increases, it can even become a security concern.
I think what makes water policy so difficult is that none of these descriptions is completely wrong.
Another point that stayed with me was how differently scarcity can look depending on where you are standing. We discussed the perception among some of Türkiye's southern neighbors that Türkiye is a water-rich country. From their perspective, that perception can make sense. A country facing much more severe absolute scarcity may look north and see rivers, reservoirs, and rainfall and wonder how Türkiye can claim to have a water problem. But Türkiye also has a population of roughly 90 million people, large agricultural demand, major regional differences, and increasing pressure on its resources. Seeing another country's conditions changes the baseline through which you judge your own.
That made me realize how important fieldwork and historical context are in water policy. Knowing the statistics of a region is one thing. Having been there, understanding its history, and seeing how people actually interact with the landscape gives those numbers a completely different meaning. It also matters in negotiations, where perceptions, prior assumptions, and sometimes orientalist ways of looking at another country can shape how seriously an argument is received.
I also found myself thinking about how countries communicate water problems. Dissemination is a part of policymaking too. There can be a temptation not to publicize problems because admitting scarcity, infrastructure weaknesses, or management failures may seem like making a country look weak. But hiding a problem does not make it disappear. In some cases, communicating the reality of scarcity may actually be necessary for other countries to understand your position.
One smaller example from our conversation captured another problem particularly well. Some of the most valuable water investments are almost invisible. Repairing underground leakage or improving a buried distribution system is difficult to showcase. A rooftop covered in solar panels, on the other hand, is immediately visible. One makes for a better photograph; the other may quietly save enormous amounts of a resource.
That difference between what is visible and what is valuable feels relevant far beyond water.
When I started these six weeks, I expected to learn mostly about how water is managed. I am ending them much less certain that “management” is even a purely technical question. Every decision about water seems to contain another decision underneath it: who should have access, who should pay, whose evidence counts, how much sovereignty matters, how future scarcity should be valued, and what governments are willing to admit publicly.
I do not think I came away with a clean answer to the question I started this entry with. But perhaps that is the point. Water can be a human right and still have an economic dimension. It can be a shared resource and still sit at the center of national strategy. It can be studied scientifically while remaining deeply political.
If there is one thing these six weeks changed for me, it is that I no longer see those as contradictions that need to be eliminated. They are the reality that water policy has to somehow hold together.
